The Chi Observer says that Chi City will be playing home games at the Lane while they have a 3G pitch laid. Apologies if I've missed the announcement but is this the case?

Yes - Chichester City will be playing their League and any cup matches at Nyewood Lane until their new artificial pitch is installed. This is expected to last until around November. Their first match is against Lancing on Saturday 26th August, with a 3.00pm kick off.
This is despite there being no announcement to this effect on the Chichester City website. Seasons and the canteen will be open whenever Chichester City are at home so if you are following the Rocks away, come and watch the other team in green and white!
The two clubs have entered into a formal groundshare agreement as required by the Isthmian League and therefore fixtures have been arranged to avoid any clashes.

If it was in the Chi Observer it must be true!! As Simon says above, first game next week then 3 months or so of ground-sharing. Not too sure why Chi City did not announce it earlier themselves.
